A home at 725 Forestridge Dr. that was cited in Jan., 2024 by Boardman Township zoning officials for accumulation of rubbish or garbage has yet to be cleaned-up, despite many notices sent to it owner, Angela M. Housteau, 58.
The zoning office and the Mahoning County Board of Health have been attempting to work with the owner for compliance and other agencies have been notified to see what assistance can be provided.
After Housteau was given notice of the violations, the zoning office has been to the house at least nine times, each time confirming the accumulation of stuff has not be cleaned-up.
On Nov. 6, a home rule citation was filed in the Boardman Court of Judge Joseph Houser and a hearing date has been set for Jan. 14, 2025 on the matter.
The property was first inspected by then zoning inspector Shaun Heffner who said that Boardman Township’s home rule resolution mandates that all exterior property and premises and the interior of every structure “shall be free from the accumulation of rubbish or garbage. Rubbish shall be defined as combustible and non-combustible waste material, cartons, boxes, wood, tree trunks, tree branches, yard trimmings, tin cans, metal, glass or anything else of an unsightly or unsanitary nature.”
Heffner said the property at 725 Forestridge failed to meet those standards, noting there were “items left out and not properly stored out of sight, or disposed of.”
Housteau was given a courtesy notice on Jan. 24, asking her to bring the property into compliance by Jan. 31, 2024; and warned “if a citation is issued and upheld by the court, she could be fined, including up to $500 per day from the date of the receipt of her original notice of the purported violations.
On Feb. 26, Housteau was given a “Final Notice Before Court Action” where she was requested to “Please get rid of any rubbish/debris/equipment that is either being stored outside or in a vehicle” and advised to “be sure to put a tag on any vehicle that does not have an updated/valid registration sticker on it.”
At that she was urged to bring the Forestridge Dr. property into compliance by Mon., Mar. 24.
On Sept. 13, Boardman Township finally issued Housteau a citation for the accumulation of stuff outside her home, including two motor vehicles. |
